Fine-Free Policy

Great news! Starting July 1, 2022, the Library will not charge fines for most overdue items. 

Why Fine Free?

Overdue fines may create barriers to service and often stop people from using their library, and studies show there is no evidence that fines encourage on-time returns.

The Library hopes to extend its services, reach more library users and welcome back those who haven't visited in some time due to unpaid fees.

How Does Fine Free Work?

Patrons are encouraged to return materials in a responsible and timely manner, but they will no longer be charged daily overdue fines on most items.

  • Due dates will still apply.
  • Eligible items will renew automatically up to five times.
  • Patrons will receive a courtesy reminder two days before items are due.
  • Overdue notices will be sent when items are 7 and 21 days overdue.
  • Library cards will be blocked when any item is 21 days overdue.
  • A bill will be mailed after 42 days for the price of unreturned items.
  • Digital projectors are the only items for which fines will accrue.
  • Patrons will still be billed for items which are lost or damaged.
  • Accounts with a $100 or more balance are referred to Unique - the Library's materials recovery service.

Remember not every SWAN library is fine free, and therefore:

  • Items checked out at a library that charges fines will accrue overdue fines, even if the items are returned at a fine-free library.
  • Items checked out at a fine-free library will not accumulate fines if overdue, regardless of where the items are returned or where the item came from.
