Public Bid Notice

Notice is hereby given by the St. Charles Public Library District, One South 6th Avenue, St. Charles, Kane County, IL 60174 that sealed bids will be accepted for Bid Release #2 of the St. Charles Public Library Addition and Renovation Project.  The work consists of: site demolition, building demolition, site utilities, grading, site concrete, asphalt paving, landscaping, cast-in-place concrete, underpinning, precast planks, structural steel, exterior metal framing, masonry infill and veneer, new roofing, reroofing of portions of the existing library, new curtainwall/storefronts, new drywall partitions with acoustical/drywall ceilings with associated finishes, new elevators, demolition/replacement/expansion of fire protection, plumbing, HVAC, and electrical systems.

Sealed bids will be accepted at the St. Charles Public Library District, One South 6th Avenue, St. Charles, IL 60174, Attention: Edith G. Craig, Library Director, until Tuesday, February 25, 2020 at 1:45 pm, local time. At 2:00 pm, the sealed bids will be publicly opened and read aloud.  Bids shall be submitted prior to the deadline in an opaque, sealed envelope marked “St. Charles Public Library – Addition and Renovations - Bid Package #_____________________.

All bids in the amount of $20,000.00 or more must be accompanied by a bid bond, certified check, cashier's check or bank draft in an amount equal to ten percent (10%) of the aggregate of the Base Bid and all Alternates, made payable to the Library as a guarantee that the successful bidder will promptly execute a Contractor Trade Agreement, will furnish a satisfactory performance bond and payment bond and proceed with the work.  Upon failure to do so, the bidder shall forfeit the amount deposited as liquidated damages and no mistakes or errors on the part of the bidder shall excuse the bidder or entitle the bidder to a return of the aforementioned amount.

The Board of Library Trustees reserves the right to reject any and all bids, to accept all or part of a bid, and to waive any technicalities and irregularities in the bidding.

Successful bidders will be required to comply with the provisions of all State of Illinois and federal laws concerning public works projects, including but not limited to the Illinois Human Rights Act and the regulations of the Illinois Human Rights Commission and the Prevailing Wage Act. 

Bidding documents are available for free download through Shales McNutt Construction (847.622.1214) and will be available after 2:00 p.m., local time, on Wednesday, February 5, 2020.  The bidder is responsible for costs associated with the printing of the documents following download.  A pre-bid meeting will be held on Wednesday, February 12, 2020 at the St. Charles Public Library at 9:00 am. Attendance is not mandatory but recommended as all bidders are expected to be familiar with all existing conditions.
